The History of the Westmoreland in Houston, TX
The Westmoreland neighborhood was born in 1902 around the same time the Port of Houston was built. The population of Houston was on the rise, and the city needed new neighborhoods to house all the new residents. W.W. Baldwin, a lawyer and vice president of the Burlington Railroad, invested the money it took to build the new neighborhood. By 1913, most of the buildings were in place.
